yes it is a betta either a female or a plakat male!?!?
Think its more likely a female but others on here will be able to say better!
 
Look for the white egg spot near the fish's bottom. Depending on how old it is-providing it's not very young-that will tell you.
Yep, the girls have a little white dot in the "vent" area. If you see that, you'll know it's a girl!

I have this fish in with a male red Betta.
Is there some reasoned he is not making advances to wards her?

DO NOT keep two bettas together - they WILL fight to the death

Seriously, seperate them NOW before the male kills the female or visa versa.

If you are trying to breed bettas remember the males (there can be up to 80) all need seperate jars, and you'll need a 40gal grow out tank for the females.

Fry can be upto 130. So say if half of them were males, you would need over 70 2l tanks to keep them in once they get older. Daily water changes of 70% aswell as feeding them and keeping them in a heated room.

What if no one wants the bettas? What are you going to do with them?

SEPERATE THEM ASAP! :|

You should'nt take the chance, can you not seperate them in different tanks? a small 10l is sufficient.

I can't stress this enough - SEPARATE THEM OR THEY WILL KILL EACH OTHER!
 
Keeping the male in a small tank with those few red eye tetras is a bad idea too, but sometimes these things work, every fish is different and all tanks have different community dynamics. Wouldn't risk it long-term though, so look to change it.

This is a quarantine tank only . At present all is well . I will move the female to another tank and keep a close eye on other fish.
Things must be going right .LOL every bodys having babies.
