Very sick betta!

One of my bettas that I got 2 weeks ago is very sick. He is normally a frosted purple color, but now his fins have turned red and the edges look extremely tattered like they are rotting.

He has been staying at the surface, floating vertically with his nose pointed straight up. Ocassionally he will go horizontal, but usually ends up floating on his side.
He has no appetite, breathing is normal. All water parameters are normal.
I have placed a bit of stress coat in the tank.
What else can I do, if anything?
 
Not sounding good, the finrot might be a second infection, do you have anti internal bacteria med, though if he is breathing heavily I don't think a med will help, it might finish him off quickly,any other symptoms on the fish sound like a bacteria infection.
 
He isn't breathing heavy, and no, I don't have any meds like that.
When I first noticed he was sick today, he had a white "puffy" film coming off of him. It was coming off of his caudil fin and the base of his tail. It looked like his slime coat or something was just peeling off of him.

Should I get some internal bacterial meds? Would salt help any?
 
Is your water quality good in his tank, as I would do a water change.
 
Yes, the water is good. I did a 75% water change 2 days ago, and I will do a 50% water change soon, and keep changing the water frequently to keep it uber clean.

I will try some salt and go out and get Melafix. Thank you!!
