Underground Filters

I'm beginning to give in to my addiction and am trying to find a nice small fish tank so I can purchase another betta, probably a rescue. However, I need to conserve money (being a college student and all) and have seen some very inexpensive fish tanks with underground filters, though I prefer canister ones. I have two main questions about them, though-

-Are they worth it? Should I just suck it up and grab a canister filtered tank?
-How does an UGF work? I don't see how it filters, even though I've done some research on the net
-Is the current created too strong for a betta?
