i have a deco art nano filter for 3gl tanks and the instructions say every two weeks remove and rinse filter cartridges now my ? is if my tank is cycled am i really supose to do that every two weeks or will that mess up my cycle.

No, just rinse them in old tank water that you've syphoned out. Most of your beneficial bacteria resides in the gravel, decor and filter, so rinsing out the pads every couple of weeks will do no harm
