My tetra has fin rot. I moved it to a quarantine tank with heat and sponge filter from the cycled tank. I added 2 tbsp of salt to the 10 gallon tank and have been treating for 8 days. Can I add a dose of api fungus cure at same time as treating with the salt?

Whenever I hear of "fin rot" on this species I immediately think it is actually fin nipping. This species as you likely know is very prone to that, and the tank space plus the number in the group can cause this. I would not add any medication with salt already there, as the salt is stressing the fish and you don't want to add to that. Characins do not do well with any medications so avoiding them is always better unless there is no other option for a "cure."

you can see the the tail fin is bent over to his left side. This was taken a few days ago. His tail fin has gotten a bit smaller as well.

I'm leaving this with @Colin_T now, as there is obviously an issue beyond nipping.

Did you add heaped tablespoons or level tablespoons of salt?

If the salt isn't helping after 3 or 4 days, do a big water change and add some medication. If might not help though because the fish is looking old, and it could have an impaired immune system due to its age.

What are you feeding it and how often do you feed it?
Maybe increase the feeding regime and offer lots of frozen and live foods to try and build up its immune system. See if that helps.

I have a measuring type spoon. I put in 2 level tbsp of aquarium salt.

You can try increasing the dose rate to 2 heaped tablespoons of salt for every 20 litres (5 gallons) of water. See if that helps.

And do a big water change and gravel clean every day for a week to dilute any disease organisms in the water.

He honestly looks overall sick. He doesn't swim with the normal strength of the others (struggles to turn etc) and he definitely has fin rot. Maybe a bit of popeye too. You said you isolated him... Yet in the video he is with others. Can you show his current condition? He may need something beyond salt. Salt is not a cure all for sick fish.

I had taken that video before I moved him. He is now in a plastic 10 gallon bin which is translucent so it would be difficult to get a good pic/video of him.
