Here's a real cockeyed dog. The time is

I don't believe they are bred to have that defect...it occasionally just happens in nature.

Its a genetic defect encouraged by some breeders, unfortunately.
In real nature, they'd soon be killed or die and the defect wouldn't be passed on.
Large pedigree dog breeds suffer heart defects and are prone to dislocations, Shar Pei develop serious skin complaints and can go blind, Dachshunds suffer back troubles, etc., etc..
A while back now, a character in a soap had a pug dog and, as a consequence, the market for pugs went nuts. Sloppy, bog-eyed baby-substitutes were especially sought after, especially by ladies of a certain disposition.
