What to do depends on how accessible the parts are. If you can rip the old starter out and put a new one in, well job done. Just make sure the starter is of the same rating as your lamp.
If the starter is integrated into the structure so that it cannot readily be pulled out, (hack saws and drills are your friends), then a new hood maybe the only option.
I've built my own for years, as the commercial ones never have enough space for lighting. There are some pinned topics at the top of the forum with help in that direction.
If you don't have the tools/confidence to try that, take the dead hood to an LFS which carries a big range of tanks and see if your dead hood fits on one of their tanks, reversing the process, the hood for that tank should fit yours, may take a little adjusting, (remember hack saws and drills are your friends).
