Just did my level checks.

Nitrite: 0.0
Ammonia: 0.0
Nitrate: Between 40-60

Is this ok? Could I add the shrimps?

Dont grab the shrimp, you might squash them and they like/need to be in water (Horrendous Man)

Above levels should be fine, but try and get nitrates down, might be hard if your tap water is high nitrate filled.

Nitrate isnt a biggie anyway but its still good to get it as low as pos

Have you actually cycled your tank, or just added water?

Live plants (lots of) will help keep nitrates down

I have cycled, it's been running a little while and I used ready filter media to kick start it all off.

I wanted to keep away from live plants, hear they can grow very fast and cause a lot more dirt etc?
