Sponge Filter I Need To Know Under Or Over

Iv got this sponge filter in a running tank to cycle it its for my 12uk gal shrimp set up. I just need to know how this filter should be in the tank.

All so is this ok the the inlet from my power head iv put a net around it as the shrimp keep getting in to the top filter in my main tank.
