Yep, that is why I use it. Since I don't know if my city water uses chlorine or chloramine, StressCoat gets rid of both. It also takes care of heavy metals, such as copper ... which is usually present because of water heaters, or some houses have copper piping.
The way it handles chloramine is it breaks down the chlorine and ammonia bond, then does to the chlorine what it does, but also makes the ammonia part non-toxic, which is a good thing, since your bacteria in your filter probably aren't prepared for an extra dose, or if you are not using a filter, then, the ammonia is bad anyway.
It also has a small bit of aloe vera, which is supposedly good for slime coat and reduction of stress/soothing of gills, etc.
