Shrimp in filter

I have a community tank with fish and RCS. The shrimp keep making it into the HOB filter even though I have the filter intake covered in foam. It's not a huge deal but it is getting annoying removing them and putting them back in the tank. Plus they are breeding in the filter. Every couple of weeks, I am removing a few adults, maybe 8-10 adolescents and maybe 12-15 babies. I am throwing some back in the tank where most are probably fish food and some into a small shrimp only tank. Can shrimp crawl up the outflow? I can't imagine they are getting through the foam and surviving the impeller? Thoughts? Or maybe I should just leave them in there (it just makes it hard to clean)?
 
Size of tank? Perhaps get rid of HOB filter and used a foam bubbler instead?
 
26 gallon bowfront. I don't want to change the filter. I was really most curious if shrimp could go against the flow into the filter?
 
If the outflow lip of an HOB reaches the water, they can and will climb into the filter.

Some say that it is because they don't like the water quality. But I'm sure it's for the free buffet.
Thanks! That is exactly what I was wondering but I have never seen them do that. Now I will have to figure out a way to stop them. Mine seem to be climbing up there to have babies in a safer place.
