I think you're over-stocked. Plus that pleco would outgrow your tank.
 
errm... for a start the goldfish, koi and shubunkins are pond fish, as (I think) are the black moors... the black moors and goldfish especially should be in a WAY bigger tank.

Plecos get very large so that also needs to be in a bigger tank

As a rule, unless you have a MASSIVE tank, you shouldn't keep goldfish at all, and kois, shubunkins, fantails and (as far as I'm aware) black moors are all pond fish.

A 64 litre tank is no place for them. Put it this way, your tank is only 16 litres bigger than my 48 litre, and mine is more or less fully stocked with 6 neon tetras and a dwarf gourami

Others will come and cmment no doubt, but be prepared to hear "rehome them NOW" a lot
 
You are super overstocked. In my opinion, you can only keep 1-2 goldfish in there. Rule of thumb: 1 gallon per 1 inch of ADULT fish, providing that they're slim. Pleco can grow to 1 foot and your goldfish can grow almost bigger that 2 fists combined. You have to reconsider re-homing them for their own good otherwise, they'd suffer :/

I'm afraid you are very, very overstocked. A 64l tank is just about large enough for one fancy goldfish for a few months; they need a 100l minimum, long term.

you must, must, for the sake of your fish re-home some; the carp and the goldies (including the shubunkins) need to be in a pond; they're not suitable for tanks, the sucking loach and plec will grow to foot long, and should be in heated tanks. The hong kong plec is a shoaler (as is the weather loach) and needs a very high flow of water with a lot of oxygen.

What are the other ' three inch' fish? If you post a pic we can identify them for you.

The health problems that your fish have (the fin rot and the whitespot) are caused by poor water quality. Do 50% water changes (don't forget to dechlorinate the new water) every day until you can sort out your stocking.

Are you kidding?!! Goldfish need 10 gallons of water EACH and that's just the fancy types. Koi need ponds, singletails need ponds at 20 gallons per fish, plecs grow huge, and I bet all those fish are kicking out a hell of a lot of dirt. Also don't have gravel with so many dirty fish, decorations which are hollow because they hide nasties, and every one of your sick fish needs to be quarantined in a separate tank/container since they have different illnesses.

By the way 10 gallons is about 45 litres. So you should have ONE goldfish in there. And goldfish ultimately shouldn't be mixed with any other types of fish because they a. are messy and b. tend to get picked on, especially by plecos in my experience.

11 fish is still too many.

Even with an external filter, a 64l tank is still suitable for only ONE fancy goldfish.
