i was just wondering, is there a "rule of thumb" for how many centimeters or inches of fish you can have per gallon or gallons in saltwater?

One inch per 18ltr in a young tank you could maybe increase this to 1" per 9ltr in a older more stable tank. If it's a mixed fish invert tank, you will be reduced to 1" per 27ltr. This is just my opinion. And wiser fish keepers than me may disagree. But under stock over filter is always best

You'd be much better off forgetting about any type of rule, but instead gauging the types of fish you want to keep, the waste they produce, the territory they want to command, their swimming habits, filtration you want to use...etc.

totally agree with superman!! You could do a beautiful 3-4ft tank with a ton of small 1-3" "nano" fish or you could do a 4-6ft tank with only a few large agressive fish like a lionfish or triggers. It all depends on what your shooting for with your tank experience. Personally Im shooting for the lots of small fish.
