Reflector Improvement For Satellite Light?

I have a satellite fixture over my 29 gallon tank and it seems the light is not getting to the bottom of the plants. I need to the reflection for the fixture. It is 24 inches, and has 2 dual light bulbs. In place of 1, which is actinic I put an undercounter light fixture under it, which is longer than the unit. There is not much room. At present put some small sheets of metal outside and inside. The light is leaking through area of the sheets.

Anybody got some suggestions that as to what I can use to improve the reflector?

It might seem kinda silly, but my all glass brand hood had a white plastic reflector behind the bulb. I was after a little more light, but I am not going to be able to replace it anytime soon, so I just used a little 3M #77 spray adhesive and laid a sheet of aluminum foil in there, shiny side out. I just wish I had measured the light before and after... It's cheap and easy enough to give a try either way.
 
I am putting sheets of metal, which are painted white, inside the light now. Uncertain if it gives good reflection for they just hang straight but it closes the area between the legs.
