Yes they should be in a shoal but no room as he/she is in small tank and the others would have a nice lunch if he/she were in with them. Unless my next tank without fish that would enjoy him/her for lunch I will leave in small tank . He/she is at least 2 and a half anyways and he/she is very content looking good coloured etc.
