Puffer Problems

Well, I haven't talked on the forums in a long time, so I'll make the first part brief by saying I got another GSP. Well, he looks to be having some problems. All water parameters are perfect, but his left fin is not moving. Today, I came home and he was sleeping, but only problem is he was sleeping on the surface of the water, with his fin curled up. I had a suspicion of a bacteria infection, so I went ahead and started treatment with medicine. Has anyone experienced this problem or know what could possibly be wrong?

I have no idea of what it could be, having had no experience of this myself, I'm thinking it could be bacterial too.

Just be careful about what you add medication wise because they're so sensitive.
