Pop-eye/timid Fish

I have just planted new live plants in my aquarium today - all the fish were healthy but i came back today and my betta has a serious case of some kind of popeye today - one eye has a massive bubble over it and sticking out v.far. It looks like a massive puss bubble over his eye, it is v.cloudy and can hardly see the pupil.

I heard that a small quantity of salts can help this which i have added as well as replacing at least 25% of water and adding usual stresszime/waterpurifier but i dont know if this is enough.

But that is not the only thing that is worrying me!
After planting the new live plants, i saw a warning on a website saying severum are bad for eating plants.
I came back after a couple of hours since planting them and i knew they were in at them and saw that one was entangled in the sword-like bush i have, i freed him but he is hardly moving. the other often sits i the corner of the bush but is not trapped but these two as well as the fighter rarely move. They often scoot across the tank as soon as a hand appears near the glass, i did this and they stayed dormant as well as when i put a net in to free the fish.....its as if they have given up.

just looked in there and one of the severum (the one i freed) is back in amongst the plant again and not moving!
 
Thanks for the info - i have never encountered popeye before, i thougth it had cotton eye at first but it's definately sticking out.
I think i have managed to catch it in the early stages, as i said, he never had it the afternoon and by night he did!

I have added a couple of spoons of Aquasalts which i was advised to do but i do have some anti internal bacterial lotions which i will add :)
I did however isolate him in a breeding/beta tank for now but still in the main tank until i can check out all the other fish

he seems happy enough just blind in one eye lol!
