Please help! Scum layer at top of new tank

Hi all, first post and i have a problem (i think). Just bought a Juwel Vision 260. Setup last Thursady. Filled up all 260 litres with the chlorine killer in it. pebbles down, plants in, couple of structures added, bit of slate. Added the carbon filter and bacteria(filter) booster stuff too.

Now ive started to find a layer of grey/white scum floating at the top, it like a skin, and ive skimmed it with a net a couple of times to clear it, and it is a bit slimy and smelly. I was wondering if this is part of the bacteria build up and therefore what is suppose to happen, or has something gone wrong already???.
When the tank lights are on and you look up from underneath, it has a rainbow colour scheme going on, like an oil slick, but its not oily.

Any advice would be fantastic.

i had something like this and was told it was either protien, or c**p from the gravel and stuff. I used a eice of paper to skim the worst of it out as it stuck to it, then did a partial water change, all cleared up after that. (i got this advice from people her)

p.s try not to disturb it too much as it will break up and sink, then will need a total water change as i needed to do ! :huh:
 
Yeah i have done that too, took the lid off, and laid paper towel on the surface to suck up the top layer that got most, and the next day i skimmed it with the fish net, which got alot more out. And as you say it breaks up and circulates the tank.

Well i hope it is a simple as that and a "no biggy". Ive never used a bicterial filter before or added a filter booster so wasnt sure if it was anything to do with that.!!

Apparently this is because of my local waterboard playing around with chemical cocktails to try do something about the lime build up in pipeworks. my LFS infored me that he was having the same problems with a couple of new setup he is doing. water apears clear but as it warms up the lime separtes and a talcy layer settles at top of the tank.

Told me to do what i have been doing and to point the water jet near the surface so that it adgitates the surface and dissolves the layer back into the weater, after that it wont come back. fingers crossed. :D
