Pipework Dilemma

So I just spent the past 3 hours repiping my diy filter and run into a serious issue. The input pipe to the pump is not sucking water sufficiently to supply the loop turning the pump on raises the water level in the tube around a cm and the pump is only sucking air. I am thinking the pump is inadequate to push the water around the entire loop but it is a 700l/h pump on a 25l tank. My second theory is that god hates me. My final theory is that there are too many points where the water inlet is below the water outlet however raising the input had little effect mind the first outlets are about a cm below the water level so its very difficult to test this effectivelt and if it is true I am screwed.
