Ok Who Votes That My Grandmother Should Get A 5 Gallon Tank?

If she doesn't want one then she is likely to not be interested in keeping it well maintained. I don't know what the opposite to 'saying I' is but I say that.
 
Does she have the time to maintain? And is she does she want to be dedicated to keeping fish.
 
Depends on if she wants to have one and if she has the time for the maintenance. 
If she does want one and has the space, bigger is better.

NEVER give animals as presents unless they have been requested, but just the tank... could be used as a container for plants such as papyrus or lucky bamboo, which need to be in water, but a fishbowl would look nicer than a tank for that.

Technically, and I'm going to sound a complete and utter nerd here, but hey-ho, you don't say "I", you say "aye", a Middle English word meaning yes, and still use in various regional dialects, including Scottish and Geordie. (Please note the use of "including", before anyone nags me that their local dialect also still uses it.) The Naval "aye, aye, captain" to indicate receipt and understanding of an instruction is the most commonly-seen usage of the word in this context, however the British Parliament, when voting upon debates, has "the ayes to the right" and the "noes to the left".
 
All of this and, if you're going to get an aquarium, get one bigger than 5 gallons given half a chance.
 
Nae, non-aye, antiaye, unaye, disaye, imaye, inaye, and every other opposite prefix your vocabulary desires to surprise you with. Sorry, but fish are animals not presents or gifts or things that should be decided upon by the responses of an internet-spoken selection of strangers. If your Grandma would like an aquarium that is up to her, not us (or to be brutally honest... maybe not even up to you). Again, I apologize, these things frustrate me, it's in my nature unfortunately
 
Robbo makes a fair point, here. SeaGoddess, this type of thing belongs on Facebook, where the people you communicate with are friends, and at your level. On here, the majority of us are adult, with an adults viewpoint.
