No, its not normal. Could yould you describe the patches in more detail. Are they cottony, slimey, round, dull, transparent, lumpy etc. Also could you let us know the tank size and mates and the water parameters so that we can offer you better advice. right now i would guess some kind of fungus or if they are real small white salt like patches then it would be ICH. the paches are small and are visibal on all three fins thay are slimy in apperance the tail apiers fine no discoloration of the red

Did you cycle your tank? Cus if you did, why is there traces of ammonia or nitrite(both should be at ZERO)? These are both toxic to fish, therefor leads them to stress and vulnerability to disease.
