I think the word "new" gives a clue. that indicates he, could, but cant now! clearly not important enough for a mod response, though.

As a preliminary diagnosis however, it sounds like one of two things;- 1) They have had PM access disabled for some reason or 2) Their PM inbox is full, and they need to delete some messages before any more will be allowed through.
