as a BARE MINIMUM

and not water depth, tank depth - front to back measurement.

Ahhh. Still that's 40cm ish

But I have a quite a few plants tbh I don't really want s fish bigger than 6inch as I'll probably start seeing my neons disappearing

How about some smaller fish? Maybe Bolivian Rams? You could get away with 1 male and 2 females very easily in a 180 setup.
