A small school of pygmy corydoras should be fine, and one of Oohfeeshy's suggestions or
some tiny livebearers (endlers or heterandria formosa) or some tiny tetras (like ember tetras) or some dwarf rasboras (though they can be fussy about water parameters. I have a 25 ltr that I currently keep a peacock gudgeon and some juvenile guppies in; once the gups have grown a bit, I'm going to move them out and put heterandrias in with the peacock.
