New Betta Has Dropsy :( !

I bought a betta 10 days ago and he has been leargic the last few days, just resting at the bottom of the tank. Well, yesterday I noticed his scales were sticking out slightly and I took a pic just now to show....
I don't know what to do! He's gonna die isn't he? I've only had him 10 days! Ever since I moved house I have been having bad luck with my fish!

I'm by no means an expert but from what I gather with dropsy is the fish becomes swollen which is the cause for the scales sticking out!! Does he seem swollen atall!?

No I don't think so, what else could cause the scales to stick out, coldness?
 
That is definitely dropsy, and the chances are that he won't recover. You could try giving him a bath of Epsom Salts for 20mins a day, to try to draw out the fluid from within his body (this is what is causing the scales to stick out, if he didn't have dropsy, he would be overly thin, by the looks of it). But the chances are it is too late.

The only other disease I can find which has symptoms of loss of appetite raised scales with no swelling is tuberculosis!! The fish kind they can develop sores and red patches and Unfortunately is Un treatable! If it is dropsy again it is Un treatable as there is no known cure! Hope someone can be of more help and perhaps give u the answers u want!!
 
I'm going to the LFS later and I will show them the pics. Also, that's where I got the betta from 10 days ago.
 
Take a water sample with you, they may well offer you a replacement fish if your sample is clear.
 
It's a terrible shame about your wee guy, but, I'd be inclined to do as TLM says as I doubt being in your care for only 10 days would be long enough to develop dropsy and then for those types of symptoms to show.
 
Take him back with a water sample, as suggested by TLM!
