This is most definitely untrue, (talking about barbs). It is true that 3-4 species of barbs, most commonly, Tiger Barbs, are fin nippers, but most of the hundreds of species of barb are quite peaceful. Many "peaceful" tetras are much more aggressive, and being front toothed, do a good deal more damage.
