Can you buy things online easily?
I would recommend, for value for money and reliability is API Master Test kit, this contains a decent number of tests for Ammonia, Nitrite, Nitrate and pH (low and high range).

As for your situation, when did you change the water in your tank?
If the water change was done yesterday or earlier, then would suggest doing another water change to lower ammonia or nitrite, the lack of test reading makes this a bit of a guess. And would do water changes again when the fish shows signs of gasping/lethargy/staying at surface of tank water until your bacteria colony builds up again, hopefully you have not taken out too much of these bacteria.
An alternative that may help is to get some Dr Tim's One and Only Nitrfying Bacteria as this bottle contains both types of bacteria needed, thats if you can get it if course where you are.
