need advice

hi i cleaned my tank out bout 2 weeks ago, anyway i was away for 5 days came home and my filter had broke down sometime while i was away. ive managed to restore the filter little propper brokewasnt going around. and the tank if pretty disgusting, now should i let the filter clean up a bit of the mess before i clean the tank up or do a big clean, and how much can i take out saftely before i put the fish at risk, i usually only 25 % water changes.
 
do a water change [25 to 50 % and maybe repeat in a day ] , change the filter media , and consider buying a new filter . that is unless you feel safe using the 1 that broke down .
 
the think the filter will be find cause i bought a new propeler for it, but im gunna keep an eye it for a few days, if it looks like trouble its out the window, id rather not buy a new one cause they are so dear and i cant afford one atm,

should i replace the filter media after the second clean out?? Ive always been told never change it or u could kill ur fish cause some bateria or some ####, its bout 4 years old.
 
well i cleaned my tank(its hold bout 130 to 140 litres depend how full i fill it), boy was it dirty u wouldnt think 7 fish wouyld make such a mess, unbelievable, i ended up taking more water then i should have though, im guessing but id say 70% water change hope it doesnt hurt them, if they like me, shell be rite :)
