My Sisters Tank

Earlier this year i got my sister into keeping fish "correctly". Her tank has been set up about 5 months and she continues to have problems with brown algae(diatoms). I made sure she did everything right from the start of her 30 gal, an upgrade from her algae ridden, under filtered, overstocked 10 gal.

She does 30 percent water changes each week, vacs every week, and is slightly over filtered. She has to clean the tank walls of what looks like a whitish film almost every water change or it develops bad brown algae.

The tank sits in a wall that separates the kitchen and living room and only gets a tiny amount of sun in the morning/afternoon from windows that are a good 15 feet away on each side. She has 2 Gourami(paradise fish I think), 1 SAE, 1 White stripe pim, and a large albino cory(were 3 but lost 2)

What is the white film and why so much brown algae?
 
brown algae is caused by silicates in the water and by a deficiency of light. If after increasing the light, it still persists, consider getting some ottos.
