My newly bought Betta fish does not have its tails spread.

Is there any info why newly bought Betta fish does not have its wings and tails spread.

I know you don't want to hear this but he is severely stressed, caused by the container he is in.

Bettas should be kept in a tank of at least 5 gallons/20 litres. They need a filter in the tank, though with your location it should be warm enough that he doesn't need a heater - they need to be in water at around 26 deg C.
Did you use a water conditioner/dechlorinator to treat the water? If you didn't, the chlorine or chloramine used to treat the mains water will be harming him.
The tank also needs some decor. He is also stressed because he feels exposed with nothing to hide behind.

If you want the betta to live a long healthy life, you need to give him a bigger home, one with a filter. He needs some decor, preferably live plants. And for the next few weeks, the water needs to be tested daily for ammonia and nitrite, and if there's a reading above zero doing a water change with water warmed to the same temperature as the tank and treated with water conditioner. Once those readings stay at zero, at least half the water should be changed every week.
 
I agree with @essjay. They need way more space than that. Your betta is extremely stressed. Read up on some betta care sheets around the forum. I’ll post a link in a couple of minutes for you.
 
Betta need more space, if you dont have any place to put it 2.5 gallons will be fine.
 
I agree with others above, I kept my Betta in mostly 5 and 10 gallon tanks with maybe a snail or two. They really need space and a few live plants would also help.
 
Basically um your betta is extremely stressed. What I would do is read up on the betta care sheets and then come back and ask for further assistance were are all more than happy to help you out! Just read the care sheet and then we can really help you get your little guy an awesome new place to live. I would recommend either a 5 or 10 gallon tank with a temperature of between 78-82 degrees F. I would recommend guppy grass or crypt plants and some floaters. You don't necessarily need a filter but if you do decided to get one make sure you can adjust the flow. Make sure you have a heater. It will make him a lot happier
