Well, we don't have mosquito fish here, but we have a similar species, plains killifish, which is adapted to intermittent streams. When the water level goes down, they can survive in very shallow, oxygen-starved, warm water for quite a long time. If things get really bad, they can even burrow into the mud and stay alive for a while, until the next rain storm renews the creek.Will you please clarify? That sounds interesting.
I'm not sure, but I seem to remember reading somewhere that mosquitofish are similarly adapted. I understand the urge to save suffering critters, but if it were me, I would probably let nature take its course. Nothing is wasted in nature, and if they can't survive the low water level, they probably are introduced and not really meant to be there anyway.
