Missing Browse Button

Why is the browse button missing more often than not when I want to include a pic with my post? Eg, on this enquiry how would I - the browse is usually in the 'post options' box but not there now? Before, I have uploaded and posted from my pics which are all on Picasa. Many thanks for any help.

it's only on some forums not all of them. so depending which section you are posting in you will/won't get it.

i don't know whuich forum's it is/isn't on though or why it's only on some (and I've always thought it's daft while were on the subject!)
