Sure. The legs would simply sit on top of the glass instead of the lip around the tank.

And as far as the HOB filter, just have the glass supported on three sides. Leave it short so the back is open.

Most glass lids come with a plastic strip along the back side, 2 or 3 inches wide.
You can cut out sections of this strip to make room for HOB filters, cords, etc

If you can buy a glass lid for the 20 High that would be ideal. Like mentioned, they have a plastic strip you can work with.

I had a glass shop make me a lid for two tanks. For instance, if your tank measures 24" x 12" where the glass sits, have them cut the glass (and polish the edges) 23-7/8" x 9". That gives you 3" of open space more or less. You can hang your filter, have room for cords, feed your fish...

There's also a recent thread here on lid vs no lid. So there is always the option of going lidless and saving money. You can read the pros and cons of both in that thread.
 
i've heard good things about finnex lights, but never used one.
not very expensive and it's definitely better than whatever amazon ripoff you found.
might be too powerful for your setup though
 
Scissors, utility knife...

On my old tanks the glass was about 1/8" thick. The plastic piece was much thinner. It fit onto the glass using a U clip so you could easily remove it to cut it.
