Be cautious when you assert that you've been keeping fish in the past and are yet unable to properly identify your fish...
Adding old/mature filter material does not a cycled tank make.
Your tank was not and is not cycled and this will be why your fish are dying.
You assume incorrectly and, given the result of your decisions and lack of basic awareness, I personally find that emoji irritating...or are you simply someone who is trolling the Forum?

The emoji appears automatically when you type a colon and a hyphen so it was probably unintended.
 
It is a sand substrate, how can water quality be poor, given my test results ? _ LFS are confused as well, seems nobody knows:(

It might not be poor water quality. It could be something has gotten into the water and is stressing them. Regardless, a water change is a quick way to rule out something in the water.

Without pictures and video I can't offer more help. I really need to see the fish and how they are behaving. But try a water change and see if it helps.

They seem to have settled down now - so upsetting to see this happen.

I have edited the first post to add
The original thread title referred to cardinal penguins. During the thread it became apparent that the fish were actually penguin tetras. The title has been edited to the correct species.
Anyone reading the whole thread will see this and realise there was was confusion over what the fish were.

In which case, just leave them and see how they do over the next few days. Maybe something spooked them this morning and they are settling down now.
 
Not sure if my current plant load (10 & Floating plants) would cause the issue I had - thoughts ?
Having some plants in the tank will help shy fish feel more comfortable, and floating plants help too because they reduce the light and make the fish feel more secure and less likely to be taken by a bird. If you have a light coloured substrate, floating plants also reduce the glare from the substrate and that reduces stress on the fish.

As said, unable to upload at present. Will increase temp a tad. Would the behaviour of huddling at bottom of corner of tank be temp related ?
not unless the water temperature is at 20C or below and the fish came from warmer water (28-30C).

Currently have 15 plants in tank and 4 types of floating plants.
