Lost some Penguin Tetras (original title 'lost some cardinal penguins')

Cardinals like a well established tank one that has been set up for 6 months or more it is not a new tank fish
 
Do a 75% water change and gravel clean first and see how they look after that. Make sure any new water is free of chlorine/ chloramine before it's added to the tank.

Nervous behaviour is usually caused by poor water quality or some other form of stress. A big water change will rule out the water being the cause.

It is a sand substrate, how can water quality be poor, given my test results ? _ LFS are confused as well, seems nobody knows:(

Was given to understand they were hardy - Penguin Tetras.

It makes no sense why some are OK and others are not - one would assume all would suffer ?

So are these Penguin Tetras or Cardinal Tetras ( as in my photo )
 
Given that it is a new tank it may not be cycled. Can you retest for ammonia and nitrite? And let us know when you last did a water change.

Naughts asked you to test again to make absolutely sure.
It is unusual to have zero nitrate in a tank with fish unless it is heavily planted, and often suggests a tank is not actually cycled. Retesting ammonia and nitrite will make sure that the levels reported in the first post are accurate.

Regardless, cardinal tetras seem to be the new neon tetra...beautiful to look at and everyone wants them, but relatively as cheap as chips nowadays and deemed expendable by too many shops. They do have their own special needs, (as do most fish) and these would not be met in a 3-week old tank.
 
If these are Cardinal Tetras then 25 degrees is not warm enough for these guys and that could be the problem. On the other hand if these are Penguin Tetras there could be another problem.

Thanks Bruce - however I kept S/W fish (many moons ago) for many years, so my tank is cycled (I added some mature filter as well), as to be being fully cycled I assume there is no difference - ie:- it is cycled or it is not. Also they are Penguin Tetra's.

Be cautious when you assert that you've been keeping fish in the past and are yet unable to properly identify your fish...
Adding old/mature filter material does not a cycled tank make.
Your tank was not and is not cycled and this will be why your fish are dying.
You assume incorrectly and, given the result of your decisions and lack of basic awareness, I personally find that emoji irritating...or are you simply someone who is trolling the Forum?
