There is no ban on mentioning sites that have a forum that are specialty sites. I mentioned "planetcatfish" on this thread earlier, which also has a forum, but it is also a much better source of information on catfish than this site.
The main goal of Rule 5 is to ensure that when folks are sent to other sites its for very specific reasons, not just to a nearly identical site to this one. Dwarf puffers would certainly be a "specialty" site.

The link above to Badman's should be in everyone's favorites. It has a forum where I never read nor am I a member there, but I raly on their species info all the time. Even better is http/www.mongabay.com/. This is a superb resource especially on species informationand on so much more too.
