I'd have a peak at the Nanofish thread.
 
While a 10 isn't exactly a "nano" tank, you'll probably have a much better display if you treat it like it is.
 
 
 
 
I'd go with: shrimp and some nanofish...
 
Emperor Tetras, Lmabchop rasboras, other microrasboras, or celestial pearl danios...
 
Or, maybe a trio of dario dario (Scarlet badis) and some 8 lambchops.

NO!!!! comocray.  Zebras need at least 4 feet length.   Rainbows?!  Even the dwarf rainbows need at least 36 inches of length.  A DG would be the best choice of the group, but I'd say they are best in a 20, not a 10.
