All pumps are rated at zero ft. Head loss is the term used to describe pumping inefficiency due to the weight of a column of water. If you mount your filter under the tank, you would have a "column" of water in the return line which exerts gravitational pressure which the pump must overcome. Creating a loss of efficency. Most manufacturers publish this information and package it with the pump.
