Is this fin rot? And other Betta help!

Hey guys.
I feel like I have been so annoying lately :(

I have just noticed my Bettas pectoral fin is tiny and he was making a lot of effort to swim up to the top for his air. The one fin is still normal but this one is tiny and frayed. I have TRIED to get some pics but the little bugger doesn't really keep still! Also, I think he looks a bit bloated. What do you think? I have read that feeding him a pea might help (however he did a big poop today so I'm not sure constipation is the issue here?...) hope the pics help. Just tested the water parameters. Nitrates up SLIGHTLY to what my tank is used to but I have added 3 new amano shrimp 4 days ago. Everything else is normal and ammonia is at 0.

What are your ammonia, nitrite and nitrate levels? He is very fat. I believe he has dropsy. When viewed from above to his scales stick out like a pinecone?

In case he is bloated instead of dropsy feed his a cooked shelled pea and fast him for 3days

Just give him clean water and his pectoral fins will naturally heal. Don't feed him for a couple of days.
Thank you, I did a water change and will abstain his food. I hope he is okay. I love him, he is beautiful. :wub:
