Water changes should not kill off bacteria unless you forget to use dechlorinator. The drop in nitrite may be because the bacteria are processing it now. Has your nitrate gone up? Personally, I think Cycle is useless but it certainly won't harm anything to add it (if you already have it, don't go buy it).
