i have about 70 guppy fry growing out now, i thought i had heaps, but you win hands down!

You are pushing the limits a bit. Just make sure to keep up the water changes every week and don't overfeed. Definetely don't add any more fish.

would you suggest a 50% water change?

Really depends on how/what you feed and how your fish eat. When you do your next h20 change see how much waste comes up the tube, if after a week there are heaps of it you may need to do 50% weekly. If the tube comes pretty clean you can stick to 25% weekly. That said, 15 gallons isn't a lot and you may end up doing 50% anyways just to make the change decent. My 15 gallon almost always has fry in it so it gets 25% MWF.
