Ideally how far down should filter intake be?

How far down should filter intake tube be? Should it be at least halfway or should it be as close to the substrate as possible?
...Btw I have a HOB filter.

As close to the bottom as possible, but not in the substrate. If your intake doesn't reach that far don't sweat it. Position an air stone somewhere to help circulate water upwards from the lower regions.

I always put heavier substrate by and under the filter intake to stop it lifting. Large gravel.

Fancy tank engineering. I never thought of doing that.
