Ok, what do you breathe out of your lungs? Think about it! So no, dont blow in the bag, use a pump, bicycle I guess would work, and pump in some air (dont ask me how, got to work that one out myself for a few weeks time). Personally I dont see how it doesnt escape out the top, but hey thats what is recommended.

16% oxygen and atmospheric air only contains 20% oxygen so not a big difference...
