If the only info he got is from a LFS, I'd say he's been misinformed.

I think to be able to customize your title you need a certain number of posts. I'm not sure of the exact number. I think it's about 1500 posts to customize your member title.

I honestly think he's misinformed, as I described earlier.  He researched that tigers need to be kept in groups.  Unfortunately, I think that was the only thing he got right.
 
Also beside the poor stocking, the plastic plants and other tank decor this person chose offends me...

I mean.. The basic Goldfish - Cold water. The rest - Tropical? SURELY?!
 
I reckon it was his LFS's fault. They probably said that the Tigers need to be kept in groups but that was probably about all and I don't think many fish stores actually ask about the tank you have (mine never does) so his is probably the same.

No its not only the LFS fault, he should know better. When I got my first fish tank I didnt fill it with water and go straight to the LFS to buy fish. First thing I did I went online joined a couple of fish forums (this one) and asked about and did some research. Which Im glad I did as I knew something of the nitrogen cycle but didnt know how to get it ready for fish.

A persons ignorance is no excuse, even if the LFS did tell him that or never asked about tank size, he could have still went online, looked around and asked some questions. And even if he didn't have Internet himself he could have went to a friends/family, public library, hell go to mic Donald's. in this day and age information is everywhere and the only thing stopping people from getting the information they need is their own ignorance.
