I have had the best success speeding cycles by adding some seeded media from an existing tank's filter and using the Fritzzyme turbo which is refrigerated. My friend is a manager at a LFS and she uses it in the store when setting up a tank that isn't hooded up to the filtration system.
I also agree Colin's advice to up the tamp and start with 3 ppm ammonia with a near neutral pH. I don't find it necessary to add substrate from another tank if adding media. I always add some new media to the filter I pulled media from.
