Con could be right, if they are over a year old they will be getting past it. If not then you could try using bubble wrap instead of poly as it really seems to spur them into building and Netys suggestion is spot on, you can pinch a nest from another male, this also works a charm

I've been researching for almost a year but didn't get the fish until 2 months ago. I have a young Combtail that I got 1 month ago. Would it be better to try him? And if so what tail types would I get? This is him:

I put her back in the hurricane because he was starting to get annoyed by her insistent ways and biting her. I will give him the rest of the day to see if he builds a nest. I gave him some of the Combtail's nest to start him off but I don't know if it will work...
