Do you have an SPCA or similar animal welfare organistaion near you? They often have vets affiliated with them and can do health checks and medical prodecures at a cheaper rate. Or even if you know of a good vet that might work out a deal where you can pay off the bill in installments. I have been lucky with the vets I have gotten to know over the years, and most vets will treat an animal as long as you can show effort in paying offf the debt. Personally I would ask around and find a vet that others have recommended, not just because the vet is cheap but because they are truly an outstanding vet. I can't sing the praises enough of one of my favourite vets St Claire Hayes, I just wish I lived closer to him. My other favourite vet who is closer to home can be expensive but becuase I am a regular in the clinic (and I have known him for years) he lets us pay off the big bills when they occur.
Also it might pay to ask your local animal control office if they have any deals in place for discounted spaying of pets, or if they know of any places that will do it at a discounted rate. The SPCA or similar could also help you in this quest.
I really hope your dog gets better, but I think she really does need the expert hands of a vet to finally diagnose the problem and set about helping her how ever they can.
