Heater problems?

It keeps on getting too hot? It's a 25 watt, 6 inch Radiant brand Heater and my tank is 3 gallons. I can't keep it at a steady temp. It always goes hot? Why? What can I do to stop this? I'm worried that I'm going to kill my poor frogs! :-(
 
Turn the heater all the way down! Once the temp gets to where you want it turn the knob very slighty until the pilot light comes on. Check it in about 2 hours after this. If it is still too low turn it up again a notch. Hope this helps!

dont just leave it though... as the last person said - wait till the temp gets to what you want it to be and then turn the adjustment so that it goes off at that point.
 
So I should wait til it gets to the temperature I want, then turn it on till the light appears and then turn it off again?
