i want to make a small glass tank as a sump either 18" or 2ft max in length 15" high and 10" deep, do i really need 6mm glass or could i do it with 4mm

i think id be inclined to be surew and go with 6mm. better to be too safe than too sorry imo

As someone who made up a tank to use as a sump i would say. Don't do it !!!! Unless you absolutely have to or are a glass cutter by trade. Probably cost you as much in silicon and glass as a cheap tank and is a whole lot of annoyance.

i wasn't planning on cutting the glass myself , i would leave that to the professionals, but i am someone who enjoys diy side of things and getting a sense of achievement, even though diy isn't always the cheapest method

6mm float glass should be fine, make sure you get the edges polished or whenever you lean in you will require stitches :)
