Thinking about it, it is the number of 'reactions' since I last looked at them. That's why I had a 1 when I'd read all the 'new posts' list - someone had liked a post of mine in a thread with no new posts. The old forum layout had the number of alerts when I hovered over my user name, the new one puts the number in the tab title and task bar as well.
